Oversight Committee established, DILG 10 as vice chair

In line with intensifying the anti-drug campaign by way of strengthening the implementation of Barangay Drug Clearing Program, an Oversight Committee was established pursuant to Dangerous Drugs Board Regulation No. 3 Series of 2017.

Oversight Committee is composed of the Philippine Drug Enforcement Agency (PDEA) Regional Director as the Chairperson and Department of the Interior and Local Government (DILG) Regional Director as the Vice Chairperson, along with the following members: Philippine National Police (PNP), Department of Health (DOH), Local Government Unit (LGU) Local Chief Executive (LCE) or a representative appointed by the LCE, and DOH Treatment and Rehabilitation Center.

 

With these, the parameters in declaration of a drug cleared barangay was discussed during a meeting conducted at the DOH 10 Director’s Conference Room, Cagayan de Oro on 20 April  2017.

 

Furthermore, the workflow in certifying the Drug Cleared Status of a drug affected barangay was explained as well as the functions of the Oversight Committee to sustain the Drug-Cleared Status of the Barangay.

 

Parameters for declaring “Drug-Cleared” status of Drug Affected Barangays include the non-availability of drug supply and absence of the following: drug transit/trans-shipment activity, clandestine drug laboratory, clandestine drug warehouse, clandestine chemical warehouse, marijuana cultivation site, drug den, dive or resort, drug pusher, drug user/dependent, protector/coddler and financier.

 

Other than that there should be an active involvement of barangay officials in anti-drug activities; active involvement of SK to help maintain the drug-liberated status of the barangay; existence of drug awareness, preventive education and information, and other related programs; and existence of voluntary and compulsory drug treatment and rehabilitation processing desk.(DILG10)
