As part of President Duterte’s mandate to provide stakeholders an avenue to participate in policy and decision-making processes, the Department of Labor and Employment-X conducted the Workers’ Forum in Cagayan de Oro City.
Approximately 170 participants comprised of representatives from the Regional Tripartite Industrial Peace Council (RTIPC), Northern Mindanao Federation of Family Welfare Committees (NMFFWC), different labor organizations and federations, Regional Coordinating Council (RCC), and other concerned government agencies participated in the forum.
In attendance was guest speaker Labor Undersecretary for Bureau of Labor Relations and Special Concerns Joel B. Maglunsod, who discussed labor-related issues particularly on the updates of ENDO (End of Contractualization).
For his part, DOLE-X Regional Director Raymundo G. Agravante said the purpose of the activity is to discuss updates, policies and guidelines relative to the workers welfare, especially on contracting and sub-contracting as well as to facilitate the grievances through discussions among workers and management to maximize the support of both parties in convergent effort leading for industrial peace and productivity.
The activity considered major issues such as Department Order No. 18-A or the rules and regulations governing contracting and sub-contracting; Review of Implementing Rules and Regulations (IRR); contracting and subcontracting agreements; issues and concerns.
During the plenary session, union leaders presented their concerns like the petition for wage increase; health and safety (Inspection Report); IRR for Contractualization; conditions for registration of contractors; rights of bargaining union; functions of the RTIPC (Inspection component); rights for self-organization and rights for unfair labor practice, among others.
In attendance were union groups from Alliance of Labor Union-Trade Union Congress of the Philippines (ALU-TUCP), All Workers Alliance Trade Unions (AWATU), Federation of Democratic Labor Organization, and Kilusang Mayo Uno.
“With the change that the present administration is aiming, we assure everyone that DOLE will be exerting efforts to maximize our services and further promote inclusive and sustainable economic growth, full and productive employment and decent work for all,” said Usec. Maglunsod.
